The Microsoft Open Government program offers Federal, State, Local and other government agencies substantial discounts over commercial customers. Microsoft Open Government is available through either of the following programs:

Open Business (minimum purchase of only 5 licenses, software assurance is optional)
Open Value (minimum purchase of only 5 licenses, software assurance included, flexible payment)
Open Volume (large orders with a minimum of 500 points, software assurance is optional)
